Making launchers has always been pretty easy in ubuntu by running the "main menu" app (actually called "alacarte") and just creating a new one from there.
However this is no longer installed by default in Ubuntu 13.04. I guess it makes sense as they don't have application launcher menus any more.
So my lazy-ass way to deal with it:
get a terminal up:
sudo apt-get install alacarte
Then you can launch "main menu" or "alacart" as you have in the past, and create or modify launchers from there.
